Emerald - good emerald - is a difficult rough to source because it is almost always faceted to increase its value instead of selling the rough stones. It takes good timing, when a small deposit is hit, and there is a temporary bump in availability. Miners need cash and if the local cutting facilities are backed up, the rough gets sold.
